پیشبینی تولید، صادرات و واردات بخش کشاورزی ایران: ترکیب روشهای اقتصادسنجی و پویاییهای سیستم
امروزه پیشبینی رخدادهای آینده نقش مهمی را در فرآیند تصمیمگیری ایفا میکند و برای برنامهریزان، سیاستگذاران و واحدهای اقتصادی دارای اهمیت ویژهای است. ازاینرو، هدف این پژوهش، طراحی مدلی پویا برای پیشبینی وضعیت آتی تولید، صادرات و واردات بخش کشاورزی ایران میباشد که در آغاز با استفاده از روشهای اقتصادسنجی بهصورت تکمعادلهای و معادلات همزمان؛ تابعهای تولید، عرضه، تقاضا، صادرات و واردات بخش کشاورزی طی دوره 96-1357 مورد برآورد قرار گرفت؛ سپس توابع یاد شده در الگوی پویاییهای سیستم جایگذاری شد تا بتوان وضعیت بخش کشاورزی ایران را طی دوره 1416- 1396، شبیهسازی کرد. پیشبینیهای بهدستآمده از شبیهسازی این الگو نشان داد که طی 20 سال آینده، ارزش صادرات، واردات و عرضه کل بخش کشاورزی ایران افزایش یافته و به ترتیب سالانه 46/8، 7/0 و 21/2 درصد رشد خواهند یافت. جمعیت کشور نیز از مرز صد میلیون نفر عبور خواهد کرد و روند تولید و تقاضای بخش کشاورزی نیز متناسب با روند تغییر پذیریهای جمعیتی تغییر خواهند کرد؛ بهگونهای که میانگین نرخ رشد سالانه ارزش تولید و تقاضای بخش کشاورزی به ترتیب 27/1 و 18/2 درصد برآورد شده است. اما به دلیل نرخ رشد جمعیتی پایین در دوره کنونی، پیشبینی میشود که طی سالهای آتی بهتدریج نیروی انسانی در این بخش کاهش خواهد یافت که این مسئله تأثیر مستقیمی بر میزان تولیدهای بخش کشاورزی خواهد داشت. لذا بر پایه نتایج بهدستآمده، برای ارتقاء تولیدهای بخش کشاورزی و جبران کمبود نیروی کار در سالهای آتی، افزایش سرمایهگذاری در راستای بهبود فناوریهای کارآمد در این بخش میتواند بهعنوان مهمترین راهکار برای دستیابی به خودکفایی، امنیت غذایی و تأمین منبعهای ارزی مورد نیاز کشور بهشمار آید

کاربرد روش تحلیل پوششی دادهها در ارزیابی کارایی نظام های بهره برداری از آب کشاورزی استان خوزستان
آب به عنوان یکی از عوامل تشکیل و بقای محیطزیست بیش از هر زمان دیگر مورد توجه میباشد، بهگونهای که حفظ و صیانت از منابع آب و بهرهبرداری بهینه و اقتصادی از آب یک مسئله جهانی است. بررسیهای انجام شده در زمینه تاریخ تحولات کشاورزی ایران، نشان از اهمیت نقش نظامهای بهرهبرداری از آب کشاورزی در توسعه کشاورزی کشور است بهگونهای که نظامهای بهرهبرداری همواره یکی از مسائل بنیادین کشاورزی ایران در بهکارگیری منابع آب و خاک به شمار میآیند. لذا سنجش عملکرد و تحلیل کارایی نظامهای بهرهبرداری برای شناسایی نقاط ضعف و قوت، استفاده بهینه از منابع و عوامل تولید و جلوگیری از هدر رفتن منابع از اهمیت ویژهای برخوردار است. در این پژوهش کارایی 33 نظام بهرهبرداری طی فصل زراعی 1398-1397 در محدوده شبکههای آبیاری خوزستان مورد بررسی قرار گرفت. روش جمع آوری اطلاعات بصورت تمام شماری، بهرهگیری از نظرات متخصصین حوزه آب و استفاده از اطلاعات دسته دوم (اطلاعات سازمانی) و بهکارگیری نرم افزار GAMS انجام گرفت. بر پایه نتایج حاصله، از بین نظامهای آب کشاورزی مورد ارزیابی، تمام شرکتهای زیرمجموعه نظام بهرهبرداری از منابع آب کشاورزی شرکتهای خصوصی کارا میباشند. از سویی دیگر، نظام بهرهبرداری مارون از شرکتهای بهرهبرداری از شبکههای آبیاری و زهکشی، و نظام بهرهبرداری کشتگران از تعاونیهای تولید با مقدار 0.73 پایینترین سطح کارایی را بهدست آوردند.

ارزیابی پیامدهای بالقوه پدیده خشکسالی بر الگوی زراعی و وضعیت معیشتی کشاورزان حوضه جنوبی استان تهران
ارزیابی پیامدهای بالقوه پدیده خشکسالی در بخش کشاورزی و مدیریت منابع آب و همچنین، ارائه راهکارهای مقابله با آن، گامی مهم در زمینه توسعه فعالیت های کشاورزی به شمار می رود. از این رو، در این بررسی در آغاز به منظور تعیین شدت های مختلف خشکسالی و رخداد آن طی دوره زمانی مورد بررسی (1397-1381) از شاخص بارش استاندارد شده (SPI) استفاده شد. در ادامه با استفاده از مدل برنامهریزی ریاضی اثباتی (PMP) به تحلیل اثرگذاری ها یا پیامدهای بالقوه خشکسالی بر الگوی زراعی و وضعیت معیشتی کشاورزان حوضه جنوبی استان تهران پرداخته شد. واسنجی مدل تجربی در محیط نرم افزاری GAMS24/1 صورت گرفت. داده های موردنیاز از نوع اسنادی و ثبتشده در دستگاه های دولتی ذیربط میباشند که در دو بخش سری زمانی (1397-1381) و مقطعی (1397-1396) گردآوری شدند. نتایج، احتمال رخداد خشکسالی های ملایم و شدید را در سطح حوضه جنوبی استان تهران به ترتیب حدود 7/43 و 25/6 درصد نشان داد که این امر مستعد بودن منطقه را در راستای رخداد مسئله خشکسالی نشان می دهد. کاهش سطح زیرکشت گیاهان زراعی آب بر هندوانه، ذرت دانهای، آفتابگردان و افزایش سطح زیرکشت گیاهان غلهای گندم و جو آبی از نتایج به دست آمده تحت شرایط رخداد خشکسالی در استان تهران است. از دیگر پیامدهای رخداد این پدیده تحت شدتهای خفیف تا شدید، کاهش 00/3 تا 4/19 درصدی بازده ناخالص کشاورزان و افزایش 2/13 تا 6/115 درصدی ارزش اقتصادی آب آبیاری است. با توجه به نتایج به دست آمده در این تحقیق، برای کاهش خطر یا ریسک خشکسالی آبشناختی (هیدرولوژیکی) و رویارویی کشاورزان حوضه جنوبی استان تهران با این رویداد، در گام نخست توصیه می شود که اصلاح الگوی بهینه زراعی در راستای کاهش سطح زیرکشت گیاهان زراعی آب بر (مانند آفتابگردان و هندوانه) و جایگزینی آن با سطح زیرکشت گیاهان دارای نسبت سود به آب مصرفی بالاتر (مانند ذرت دانه ای و کلزا) در اولویت قرار گیرد. در گام بعدی، پیشنهاد می شود که با توجه به کشش پذیری نهاده آب کشاورزی نسبت به تغییرات قیمتی در سطح حوضه جنوبی استان تهران (ewater= -0/96)، اجرای بهینه و درست سیاست قیمت گذاری آب متناسب با روند تغییرپذیریهای ارزش اقتصادی این نهاده کمیاب و رعایت اصل ملاحظه برابری در شرایط رخداد خشکسالی توسط بخش دولتی مدنظر واقع شود.

بررسی عوامل مؤثر بر فقر روستایی در استانهای ایران
کاهش فقر از جمله مهمترین هدفهای برنامههای توسعه است. این پژوهش با هدف بررسی عاملهای مؤثر بر فقر روستایی با استفاده از دادههای تابلویی همه استانهای ایران در دوره 97-1390 انجام شد. شاخص شکاف فقر که شاخصی برای بیان شدت یا عمق فقر است، به عنوان متغیر وابسته انتخاب شد. الگوی تجربی با لحاظ وقفه متغیر وابسته و با استفاده از روش حداقل مربعات وزنداده شده برای مقاطع، برآورد شد. نتایج محاسبه شاخصهای فقر و همچنین ضریبهای الگوی برآورد شده، نشان داد که فقر پدیدهای بلندمدت و با پراکنش نامتوازن در کشور است که در طی زمان گسترش یافته و جمعیت بیشتری را شامل شده است. همچنین شدت و گستردگی فقر، در استانهای مختلف کشور، تفاوت چشمگیری دارد و در میان همه متغیرهای اثرگذار بر فقر، تفاوتهای منطقهای، تأثیر معنادارتری بر این پدیده دارند. اثر منفی و معنادار دو متغیر سهم هر استان در تولید ناخالص داخلی و سطح زمینهای زیر کشت، نقش مهم وجود زیرساختهای تولیدی و فرصتهای اقتصادی را در کاهش فقر در هر منطقه تأیید میکند. نتایج همچنین نشان داد که اندازه خانوار و تورم، نقش مهمی در تشدید فقر در دوره بررسی داشته است در حالی که وجود مرکزهای جامع سلامت روستایی، در کاهش فقر مؤثر بوده است. با توجه به یافتههای این پژوهش، اتخاذ سیاستهای ضدتورمی، همچنین پرهیز از تمرکز بیشتر سرمایه، منبعها و فرصتهای تولید در استانهای برخوردار و توجه به برنامهریزی بلندمدت در زیرساختهای تولیدی و رفاهی در استانهای با فقر بیشتر، پیشنهاد میشود.

ارزیابی تأثیر سیاستهای اعتباری بر نابرابری درآمدی در مناطق روستایی ایران
افزایش نابرابری و تمرکز درآمدها در طبقههای بالاتر درآمدی دلیل اصلی تنزل استانداردهای زندگی افراد در طبقههای پایینتر درآمدی بهشمار میآید. بنابراین، اتخاذ سیاستهای رویارویی با افزایش نابرابری در پراکنش درآمدها ارتباط مستقیمی با کاهش گسترش فقر در جامعههای فقیرتر و گروههای کمدرآمد خواهد داشت. در این بررسی، با استفاده از مدل خودتوضیح با وقفههای گسترده و دادههای دوره زمانی سالهای 1397-1365 به ارزیابی تأثیر سیاستهای اعتباری بر نابرابری درآمدی در منطقههای روستایی ایران پرداخته شد. نتایج نشان داد که اجرای سیاستهای اعتباری بر کاهش نابرابریهای درآمدی در منطقههای روستایی در کوتاهمدت و بلندمدت تأثیر معنیداری داشته است. همچنین، نتایج نشان داد که افزایش موجودی سرمایه حقیقی بخش کشاورزی و افزایش سهم درآمدها از هزینههای زندگی روستایی باعث کاهش نابرابریهای درآمدی در منطقههای روستایی در ایران میشود. با این وجود، رشد حقیقی بخش کشاورزی و یارانه اقلام کشاورزی از عاملهای افزایش نابرابریهای درآمدی در مناطق روستایی ایران شناخته شد. در نهایت، به منظور کاهش میزان نابرابریهای درآمدی در منطقههای روستایی کشور همزمان با تحقق رشد بخش کشاورزی، آسانگری فرایندهای افزایش سرمایه در بخش کشاورزی با تمرکز بر برخورداری بهرهبرداران خردهپا به سبب پشتوانهسازی دریافت اعتبارات برای آنان و تقویت و تداوم اجرای سیاستهای اعتباری به عنوان پیشنهادهای سیاستی مستخرج از نتایج این بررسی ارائه شد.

ارزیابی ارتباط ناامنی غذایی و پایداری اقتصادی، اجتماعی و زیستمحیطی (مورد مطالعه: مناطق روستایی شهرستان گرگان)
پس از اجلاس سران زمین در سال 2009، بر اهمیت پایداری به منظور حفظ محیط زیست، نظامهای زراعی و امنیت غذایی به عنوان بخشی از پایداری (و برعکس) تأکید شده است. در همین راستا، این بررسی بهمنظور ارزیابی ارتباط ناامنی غذایی و پایداری زراعی در شهرستان گرگان در سال زراعی 99-1398 انجام شده است. آمار و اطلاعات بر مبنای دو نوع پرسشنامه کشاورزان و متخصصان (برای وزندهی معیارها و زیرمعیارهای پایداری) گردآوری گردید. برای سنجش امنیت غذایی از شاخص راهبرد مقابلهای و برای سنجش پایداری از روش تحلیل سلسله مراتبی استفاده شد. برای ارزیابی ارتباط ناامنی غذایی و پایداری از ضریب همبستگی پیرسون استفاده شد. بر مبنای معیار تجمیع شده پایداری، دهستان استرآباد شمالی با وزن 236/0 بهعنوان پایدارترین دهستان انتخاب شد. دهستانهای قرق، روشنآباد، انجیراب و استرآباد جنوبی با وزنهای 199/0، 197/0، 195/0 و 173/0 در اولویتهای بعدی قرار دارند. بر مبنای معیار زیستمحیطی، استرآباد جنوبی با نمره 216/0، بر مبنای معیار اقتصادی، استرآباد شمالی با نمره 249/0 و بر مبنای معیار اجتماعی، روشنآباد با نمره 204/0 بالاترین سطح پایداری را داشتند. همچنین، بر مبنای شاخص راهبرد مقابلهای 14 خانوار (67/4 %) امنیتغذایی، 211 خانوار (33/70 %) ناامنیغذایی ضعیف، 54 خانوار (18 %) ناامنیغذایی متوسط و 21 خانوار (7 %) ناامنی غذایی شدید را تجربه میکنند. همچنین بین ناامنیغذایی و پایداری کل، اقتصادی و زیستمحیطی همبستگی شدید منفی وجود دارد. با توجه به اهمیت پایداری کشاورزی در بهبود امنیت غذایی پیشنهاد میشود سیاستگذاران همگام با رشد امنیت غذایی، پیامدهای تخریب محیطزیست را بررسی و ارزیابی کنند.
