سیاستهای مدیریت و نظارت برتولید و عرضه خشخاش در افغانستان: مطالعه موردی بخش کیتی استان دایکندی
با توجه به اهمیت بین المللی موضوع کشت خشخاش، در مطالعه حاضر به بررسی سیاستهای جایگزین کشت خشاش بر اساس گروه های متفاوت اجتماعی اقتصادی افغانستان با استفاده از مدل برنامه ریزی ریاضی مثبت (PMP) و مدل برنامهریزی خطی پرداخته شد. دادههای مورد نیاز از کشاورزان خشخاش کار استان دایکندی بخش کیتی به روش نمونهگیری خوشهای جمع آوری شد. در مرحلۀ اول هفت آبادی انتخاب و در مرحلۀ دوم، با استفاده از روش نمونهگیری تصادفی ساده، 132 زارع خشخاش کار انتخاب شدند. سیاستهای همچون سناریوهای ورود ذرت هیبرید به الگوی کشت با و بدون کشت خشخاش، افزایش عملکرد گندم و سیاست کشت جایگزین زعفران در کنار سیاستهای قیمتی همچون افزایش قیمت گندم درنظر گرفته شد. نتایج نشان داد که استفاده از محصولاتی مانند ذرت هیبرید میتواند تا حدودی این کاهش درآمد (تقریبا 45%) را جبران کند و سیاستهای افزایش قیمت و عملکرد گندم نشان داد که اثر افزایش عملکرد روی سطح زیرکشت خشخاش بسیار مؤثرتر از سیاست افزایش قیمت گندم میباشد و اعمال سیاستهای توأم افزایش قیمت و عملکرد گندم، تأثیر بیشتری بر کاهش کشت خشخاش دارد. همچنین زعفران، تحت شرایط کنونی، یک جایگزین جدی برای خشخاش بخصوص برای مزرعه نماینده گروه دو میباشد اما اگر قیمت سرمزرعه خشخاش بالاتر از 80 هزار افغانی به ازای هر من (شود، زعفران هم نمیتواند یک محصول جایگزین باشد بنابراین تنها با سیاستهای طرف عرضه امکان حذف کشت خشخاش وجود ندارد و بایستی سیاستهای کنترل تقاضا نیز مورد توجه قرار گیرد.

بررسی تاثیر متغیرهای اقتصاد کلان (تولید داخلی، قیمتهای نسبی و نرخ ارز) بر صادرات زعفران
چکیده زعفران یکی از محصولات صادراتی است، و ایران با 8/88 درصد تولید جهان، بزرگترین و اصلیترین تولید کننده و صادرکننده زعفران در دنیا میباشد. بررسی روند صادرات جهانی نشان میدهد که افزایش و یا کاهش مقدار صادرات ایران به گونه مستقیم و کاملا آشکار بر روند جهانی صادرات زعفران تاثیر گذار بوده و در صورت کاهش و یا افزایش تولید و صادرات زعفران به وسیله جمهوری اسلامی ایران روند صادرات این محصول کاملا متأثر میشود. لذا در این مطالعه به بررسی تاثیر تغییرات تولید در نتیجه تغییر سطح زیر کشت، قیمتهای نسبی و نوسانات نرخ از بر صادرات زعفران پرداخته شده است. بدین منظور توابع تولید، قیمت صادرات و عرضه صادرات این محصول در قالب معادلات همزمان و به روش 3sls و برای دوره زمانی 1395-1351 برآورد و ضرایب بدست آمده در قالب مدل برنامه ریزی ریاضی مدلسازی شد. نتایج نشان میدهد که عواملی چون نرخ واقعی ارز، تولید داخلی، و قیمتهای نسبی صادرات زعفران ایران را تحت تاثیر قرار میدهند. به طوریکه تغییر در تولید داخلی ناشی از نغییر سطح زیر کشت و تغییرات نرخ ارز اثر مثبت و معنیدار بر عرضه صادرات زعفران ایران دارد در حالیکه تغییر در قیمتهای نسبی در نتیجه تغییرات قیمت داخلی اثر منفی بر صادرات زعفران دارد.

امنیت آب در حوضه آبریز سد کوثر در شرایط تغییر اقلیم:کاربرد روش سیستم دینامیک
در این مطالعه تلاش شده است تا با یک رویکرد سیستمی رفتار سیستم منابع آب در حوضه آبریز سد کوثر شبیهسازی شود. بهطورکلی با توجه به پیچیده بودن سیستم منابع آبی، یکی از بهترین ابزارهایی که بتوان از طریق آن ارتباط بین تمامی اجزای داخل یک سیستم پیچیده را بررسی کرد روش سیستم دینامیک است. سیستم دینامیک یکی از روشهایی است که بهمنظور شناسایی روابط میان سیستمهای مجزا اما در ارتباط تنگاتنگ باهم و با پویایی در رفتار، استفاده میشود. در این مطالعه پس از مدلسازی و واسنجی مدل طراحیشده، رفتار سیستم منابع آب در طول زمان موردبررسی قرار گرفت. نتایج نشان داد که در طی دوره شبیهسازی میزان منابع آب در دسترس روند نزولی خواهد داشت. این در حالی است که میزان تقاضای آب که بهطور مستقیم متأثر از رشد جمعیت است در حال افزایش است. اگرچه درنتیجه افزایش بارندگی تحت سناریو اول وضعیت جریان ورودی به حوضه بهبودیافته است اما افزایش تبخیر از سطح آزاد آب و افزایش جریان خروجی همچنان سیستم منابع آب را در وضعیت آسیبپذیر قرار داده است. بهطوریکه در سالهای ابتدایی علیرغم اینکه شاخص امنیت آب در وضعیت بهتری قرار دارد اما انتظار میرود در سالهای پایانی این شاخص به پایینتر از یک نیز برسد. همچنین نتایج حاکی از آن است که پایینترین شاخص امنیت آب مربوط به شرایط بدبینانه آبوهوایی (سناریو دوم) است. لذا سیاستهای مدیریت تقاضا از طریق کاهش مصرف سرانه آب و یا افزایش راندمان آبیاری و کاهش آب مصرفی در هر هکتار از محصول کشاورزی میتواند نقش بسزایی در مدیریت پایدار منابع آب داشته باشد.

با توجه به کمیابی عوامل تولید، افزایش بهرهوری بهعنوان بهترین روش دستیابی به رشد بخش کشاورزی ضروری است. دستیابی به رشد مناسب بهرهوری در بخشهای اقتصادی مستلزم داشتن تصویری واضح از میزان و رشد بهرهوری کل عوامل تولید و بهرهوری هر یک از منابع تولیدی به طور مجزا در این بخشها میباشد. لذا هدف مطالعه حاضر، تجزیه و تحلیل بهرهوری عوامل تولید در بخشکشاورزی ایران به تفکیک زیر بخشهای آن (زراعت و باغداری، دام و طیور، پرورش آبزیان و جنگلداری) طی دوره 80-1365 میباشد. در این راستا بهره-وری جزئی و بهرهوری کل عوامل تولید از طریق شاخص ترنکوئیست- تیل بر مبنای جداول داده- ستانده محاسبه شد. بهعلاوه، رشد بهرهوری کل عوامل تولید به رشد بهرهوری نهادههای نیرویکار، سرمایه، زمین و عوامل واسطه تجزیه شد. به این منظور از جداول داده- ستانده سالهای 1365، 1370 و 1380 مرکز آمار ایران که به قیمت ثابت تبدیل شده، بهره گرفته شد. نتایج بطور کلی نشان داد که طی دوره مورد مطالعه گرچه بهرهوری برخی از نهادهها افرایش یافته، اما بهرهوری کل عوامل تولید در همه زیر بخشهای کشاورزی غیر از زیر بخش دام و طیور، کاهش یافته است. بیشترین و کمترین رشد سالیانه بهرهوری معادل 47/1 و 68/1- درصد به ترتیب در زیربخش دام و طیور و زیربخش جنگلداری بوده است. با توجه به اینکه افزایش تولید در بخش کشاورزی و جلوگیری از افزایش قیمت محصولات مستلزم افزایش بهرهوری میباشد، پیشنهاد میشود که تمرکز برنامهریزان بخش بر افزایش بهرهوری نهادهها از طریق تدوین طرحی جامع و بلندمدت، قرار گیرد.

ارزیابی کارایی زیستمحیطی نظام پرورش ماهی در قفسهای دریایی؛ مطالعه موردی استان مازندران
مطالعه حاضر به منظور ارزیابی کارایی زیستمحیطی سیستم پرورش ماهی در قفسهای دریایی و ارائه پیشنهادهایی برای کاهش انتشار آلایندهها به اکوسیستم دریایی در سطح استان مازندران انجام شده است. در فصل پرورشی 1395-96 تعداد 9 مزرعه فعال پرورش ماهی در قفس در این استان وجود داشته است که میزان انتشار آلایندهها به محیط آبی در هر یک از این مزارع، با روشی غیر مستقیم ارزیابی شد. بر پایه نتایج، به ازای هر تن ماهی قزلآلای تولید شده در قفسهای پرورش ماهی به طور متوسط 73.979 کیلوگرم نیتروژن، 13.893 کیلوگرم فسفر و 488.353 کیلوگرم کربن به محیط آزاد شده است. نرخ تبدیل غذایی (نسبت غذای داده شده به ماهیان به میزان ماهی تولید شده) نیز بین 0.897-4 با میانگین 1.249 بود که حاکی از تغییرات شدید کارایی تغذیه است. در ادامه با استفاده از رهیافت SBM-DEA به ارزیابی کارایی زیستمحیطی هر یک از مزارع پرداخته شد. متوسط کارایی زیستمحیطی مزارع 0.599 بود که نشان از وجود ظرفیت بالقوه بالا برای کاهش میزان انتشار آلایندهها و بهبود عملکرد زیستمحیطی دارد. بر اساس یافتهها ضعف دانش فنی قفسداران به خصوص در انتخاب زمان مناسب شروع و پایان دوره و مدیریت تغذیه، میزان آلایندههای آزاد شده به محیط را افزایش خواهد داد. لذا پیشنهاد میشود که با اعمال سیاستهای تشویقی، مزارع موفق تجربیات خود را به دیگر مزارع منتقل کنند. این امر میتواند از طریق برگزاری دورههای آموزشی با بکارگیری مدرسین مجرب و قفسداران موفق عملی شود.

بررسی وضعیت صادراتی گیاهان دارویی با رویکرد مزیت نسبی، ساختار بازار جهانی و نقشهریزی تجاری ایران
نوسانات شدید حاصل از صادرات نفت خام، افزایش جمعیت و پایانپذیر بودن منابع نفتی، موجب توجه سیاستگذاران به توسعه صادرات و رهایی از اقتصاد تک محصولی شده است، در این راستا پرداختن به محصولات جنگلی، مرتعی، گیاهان دارویی که از جمله منابع ارزشمند در گستره منابع طبیعی میباشند، اهمیت زیادی دارد. این پژوهش با هدف تعیین مزیت نسبی ، تعیین ساختار بازار و نقشهریزی تجاری گیاهان دارویی طی دوره 2017-2008 انجام شده است. بدین منظور برای تعیین مزیت نسبی از دو شاخص RCA و RSCA، ساختار بازار شاخصهای نسبت تمرکز، HHI و نقشه ریزی تجاری شاخص TM استفاده گردید. نتایج نشان داد که کشورهای سریلانکا، ویتنام، هند و اندونزی بیشترین مقدار مزیت نسبی را در صادرات گیاهان دارویی دارند، و کشور ایران در تمام دوره مورد مطالعه به استثنا سال 2015 دارای مزیت میباشد. نتایج مربوط به ساختار بازار نشان داد که بازار جهانی صادرات گیاهان دارویی از دو نوع انحصار چند جانبه بسته و بین انحصار چندجانبه باز و بسته میباشد. و در بحث نقشه تجاری نتایج نشان داد که ایران در سالهای 2013-2002 که بازار جهانی رو به افول است در برخی از سالها به عنوان برنده ظاهر شده و در سالهای 2016-2014 که بازار جهانی روبه رشد بوده است غالبا به عنوان برنده ظاهر شده است و همچنین محاسبه شاخص TM با در نظر گرفتن محصولات کشاورزی نشان میدهد که در تمام سالها مشابه حالت قبل است.
