شناسایی تأثیر متقابل بین مکانیزاسیون و اشتغال‌زایی در بخش کشاورزی ( مطالعه موردی استان خراسان رضوی)

چکیده

امروزه استفاده از ماشین‌ها و ادوات کشاورزی لازمه توسعه است و لذا تعیین مناسب سطح مکانیزاسیون در فعالیت‌های مختلف کشاورزی برای دسترسی به اهداف مربوط به تولید، اشتغال، توزیع درآمد و محیط‌زیست از مصادیق این توجه است. از سوی دیگر، یکی از دغدغه‌های اصلی در بخش کشاورزی موضوع اشتغال در این بخش می‌باشد و میزان تأثیرپذیری آن از عوامل اقتصادی در حال تغییر، از جایگاه ویژه‌ای برخوردار است. هدف از این پژوهش بررسی اثر متقابل مکانیزاسیون و اشتغال در بخش کشاورزی استان خراسان رضوی می‌باشد. برای این منظور از الگوی سیستم معادلات همزمان پانل دیتا برای 19 شهرستان استان خراسان رضوی و طی سال‌های 95-1391 استفاده شده است. نتایج تحقیق بیانگر آن است که اشتغال و مکانیزاسیون اثرات متقابل، منفی و معنی‌دار بر یکدیگر دارند، هر چند که مکانیزاسیون اثرات به مراتب بیشتری را بر اشتغال بر جای می‌گذارد. هم-چنین تولید، واحدهای خدمات مکانیزه و درآمد ناخالص تأثیر مثبت و معنی‌دار بر مکانیزاسیون کشاورزی دارد. از طرف دیگر هزینه نهاده‌های مصرفی (شامل بذر، سموم و کود شیمیایی و حیوانی) و دستمزد اثر منفی و معنی‌دار و سطح زیرکشت اثر مثبت و معنی‌دار بر اشتغال دارد. پیشنهاد می‌شود با تأسیس و گسترش شرکت‌های خدمات ماشین‌های کشاورزی، وضعیت مکانیزاسیون را بهبود بخشید. هم‌چنین، می‌توانیم با بکارگیری نیروی‌کار متخصص در این شرکت‌ها، اشتغال را افزایش دهیم. علاوه بر این، با پرداخت‌های حمایتی در جهت کاهش هزینه‌های تولید و افزایش درآمد ناخالص، می‌توان کشاورزان را به ماندن در روستاها ترغیب نموده، که خود باعث افزایش اشتغال کشاورزی می‌شود.
