بررسی اثر اجرای طرح تجهیز و نوسازی اراضی بر بهره‌وری در شالیزارهای استان مازندران

چکیده

 افزایش تولید برنج در ایران با توجه به کمیابی منابع تولید مستلزم افزایش بهره­وری است. در راستای دستیابی به این هدف، طرح تجهیز و نوسازی اراضی در کشور به اجرا درآمده است. از آنجا که مهم­ترین استان تولیدکننده برنج در ایران استان مازندران است، لذا هدف اصلی این مطالعه بررسی اثر اجرای طرح تجهیز و نوسازی اراضی بر بهره­وری در شالیزارهای استان مازندران می­باشد. به این منظور اطلاعات مورد نیاز از طریق تکمیل پرسشنامه از هفت شهرستان استان مازندران، برای سال زراعی 97-1396 جمع­آوری شد. شاخص ترنکوئیست-تیل برای محاسبه بهره وری کشت اول برنج مورد استفاده قرار گرفت. سپس برای بررسی عوامل موثر بر بهره­وری، الگوی رگرسیون معمولی برآورد شد. همچنین برای تعیین عوامل متمایز کننده شالیکاران به دو گروه؛ افراد دارای بهره­وری بالاتر و پایین­تر از متوسط نمونه؛  الگوی لاجیت تخمین زده شد. نتایج نشان می­دهد عواملی مانند طرح تجهیز و نوسازی اراضی، اجاره­بهای زمین، منطقه جغرافیایی (غرب در مقابل شرق استان)، تکنولوژی تولید در قالب رقم محصول (محلی در مقابل پرمحصول)، تخصص و کشت دوم تأثیر مثبت بر بهره­وری داشته درحالیکه مقیاس تولید هیچگونه اثری بر بهره­وری ندارد. همچنین محاسبه اثر نهایی حاصل از الگوی لاجیت نشان دهنده آن است که طرح تجهیز و نوسازی اراضی از عوامل مهم و اثر گذار بر بهره­وری برنج می­باشد بطوریکه با اجرای این طرح احتمال اینکه شالیکاران  در کشت اول خود بهره­وری بالاتر از متوسط نمونه را تجربه کنند 28 درصد افزایش می­یابد. لذا با توجه به اینکه اجرای این طرح سالهای طولانی به طول انجامیده، توجه به انجام هرچه سریعتر این طرح در سایر نقاط استان توصیه می­شود.
