بررسی عوامل مؤثر بر فقر روستایی در استان‌های ایران

چکیده

کاهش فقر از جمله مهمترین هدف‌های برنامه‌های توسعه است. این پژوهش با هدف بررسی عامل‌های مؤثر بر فقر روستایی با استفاده از داده‌های تابلویی همه استان‌های ایران در دوره 97-1390 انجام شد. شاخص شکاف فقر که شاخصی برای بیان شدت یا عمق فقر است، به عنوان متغیر وابسته انتخاب شد. الگوی تجربی با لحاظ وقفه متغیر وابسته و با استفاده از روش حداقل مربعات وزن‌داده شده برای مقاطع، برآورد شد. نتایج محاسبه شاخص‌های فقر و همچنین ضریب‌های الگوی برآورد شده، نشان داد که فقر پدیده‌ای بلندمدت و با پراکنش نامتوازن در کشور است که در طی زمان گسترش یافته و جمعیت بیشتری را شامل شده است. همچنین شدت و گستردگی فقر، در استان‌های مختلف کشور، تفاوت چشمگیری دارد و در میان همه متغیرهای اثرگذار بر فقر، تفاوت‌های منطقه‌ای، تأثیر معنادارتری بر این پدیده دارند. اثر منفی و معنادار دو متغیر سهم هر استان در تولید ناخالص داخلی و سطح زمین‌های زیر کشت، نقش مهم وجود زیرساخت‌های تولیدی و فرصت‌های اقتصادی را در کاهش فقر در هر منطقه تأیید می‌کند. نتایج همچنین نشان داد که اندازه خانوار و تورم، نقش مهمی در تشدید فقر در دوره بررسی داشته است در حالی که وجود مرکزهای جامع سلامت روستایی، در کاهش فقر مؤثر بوده است. با توجه به یافته‌های این پژوهش، اتخاذ سیاست‌های ضدتورمی، همچنین پرهیز از تمرکز بیشتر سرمایه، منبع‌ها و فرصت‌های تولید در استان‌های برخوردار و توجه به برنامه‌ریزی بلندمدت در زیرساخت‌های تولیدی و رفاهی در استان‌های با فقر بیشتر، پیشنهاد می‌شود.
