نقش سیاست‌های حمایت از تولیدکننده و مصرف‌کننده در حاشیه بازار گوشت مرغ در ایران

چکیده

ناکارآمدی نظام بازاریابی محصول‌های کشاورزی و شکاف قابل‌توجه میان قیمت‌های دریافتی تولیدکننده و بهای پرداختی توسط مصرف‌کننده ازجمله چالش‌های مهم بخش کشاورزی در بیشتر کشورهای درحال‌توسعه است که ضرورت دستیابی به وضعیت بهینه تولید و کاهش حاشیه بازار را با تدوین سیاست‌های حمایتی بهینه و مناسب برای بخش کشاورزی نمایان می‌کند. ازاین‌رو، در این پژوهش، اثر سیاست‌های حمایت از مصرف‌کنندگان و تولیدکنندگان بر حاشیه بازار گوشت مرغ در ایران در قالب الگوی VECM در دوره زمانی 1397-1381 مورد بررسی قرار گرفته است که بر مبنای نتایج، هر دو شاخص، اثر مثبت و معنی‌داری بر حاشیه بازار گوشت مرغ در کشور داشته‌اند، به‌طوری‌که به ازای یک درصد افزایش حمایت از مصرف‌کنندگان و تولیدکنندگان، حاشیه بازار گوشت مرغ به ترتیب 75/23 و 92/19 واحد افزایش خواهد یافت. در واقع، این حمایت‌ها نه تنها موجب کاهش حاشیه بازار گوشت مرغ در کشور نمی‌شوند بلکه باعث افزایش حاشیه بازار و ناکارایی بازار این محصول نیز خواهند شد. بر این مبنا پیشنهاد و تأکید می‌شود پیش از اجرای هرگونه سیاست مداخله‌ای، ازجمله سیاست‌های حمایتی قیمتی و بودجه‌ای، پیامدهای این سیاست‌ها مورد ارزیابی قرار گیرد و با برنامه‌ریزی دقیق‌ و هدفمند، حمایت‌ها همسو با هدف‌های ترسیمی در برنامه‌های توسعه‌ای کشاورزی طراحی شود.
