اثرات سیاست سهمیه‌بندی آب بر مصرف آب‌های زیرزمینی در دشت قروه-دهگلان

چکیده

بروز مشکلات کم‌آبی در دهه‌های اخیر بیشتر کشورها را به اتخاذ سیاست‌های نو در ارتباط با مدیریت تقاضای آب به جای مدیریت عرضه آب سوق داده است. مطالعه‌ی حاضر تلاش می‌کند به تحلیل اثرات سهمیه‌بندی آب آبیاری بر روی الگوی کشت و سود ناخالص در دشت قروه–دهگلان بپردازد. مدل برنامه‌ریزی ریاضی مثبت (PMP) و رهیافت تابع تولید با کشش جانشینی ثابت (CES) به منظور تحلیل داده‌ها استفاده شد. داده‌های مورد نیاز این پژوهش مربوط به سال زراعی 1395-1394، که از طریق مصاحبه و تکمیل پرسشنامه به روش نمونه‌گیری تصادفی طبقه‌بندی شده جمع‌آوری شد. سناریوهای کاهش 10 تا 40 درصدی آب در دسترس تعریف گردید. نتایج نشان داد، کاهش آب در دسترس (تحت سناریوهای 10 تا 40 درصد نسبت به سال پایه) منجر به کاهش سطح زیرکشت محصولات با نیاز آبی بالا مانند یونجه، و سیب‌زمینی و افزایش سطح زیرکشت محصولات با نیاز آبی پایین همانند گندم و جو و در نتیجه کاهش سطح زیرکشت کل می‌شود. هم‌چنین، نتایج حکایت از این دارد، اعمال سیاست، کاهش آب در دسترس، موجب افزایش بهره‌وری آب ولی در عین حال کاهش سود ناخالص می‌شود.
